The sweeping changes aim to resolve high-stakes regulatory disputes with the European Commission regarding compliance with the landmark Digital Markets Act (DMA). By eliminating contentious per-install fees and unifying rules, Apple seeks to streamline developer operations while maintaining platform security and ecosystem value.

The updated framework takes effect on October 1, 2026, giving software creators immediate access to new contracts. The strategic pivot addresses persistent criticism from antitrust regulators who argued that previous fee structures discouraged alternative app distribution and fair market competition.

Replacing the Core Technology Fee with Commission Models

A central element of Apple’s announcement involves replacing the controversial Core Technology Fee (CTF). The previous system charged developers a €0.50 fee for every annual app installation above a one-million threshold. Developers widely criticized that mechanism, claiming it imposed severe financial penalties on viral free-to-download software.

Apple is substituting the install charge with a streamlined 5% Core Technology Commission applied to digital transactions in apps distributed outside the official App Store. This shift eliminates surprise cost spikes for expanding startups. Additionally, the company is scrapping both the initial acquisition fee and store services fee under the newly unified terms.

Developers utilizing Apple’s proprietary In-App Purchase system will see standard commission rates drop from 30% down to 26%. Furthermore, qualifying members of the Small Business Program, auto-renewing subscriptions past year one, and specialized partner programs will pay a reduced 15% rate. Developers choosing alternative payment processing solutions inside App Store applications will face a 20% commission.

That rate falls to 10% for smaller businesses. App creators directing users via external web links to complete digital purchases will pay a flat 15% commission, significantly reducing overall payment processing costs.Standard Store Purchases: In-app purchase fees drop to 26% for large-scale enterprise developers.
